Launch of Civil Society Review of Transparency in Climate Finance

Fair Finance Coalition of Southern Africa (FFCSA) and Life After Coal Campaign to Launch Report on Just Energy Transition Partnership (JETP) Grant Register

JOHANNESBURG, SOUTH AFRICA  – On 15 October 2024, the Fair Finance Coalition of Southern Africa (FFCSA) and the Life After Coal Campaign (LAC) will be launching a Civil Society Review of the Just Energy Transition Partnership (JETP) Grant Register, including reference to the Investment, and Implementation Plans. This event aims to raise awareness among JETP stakeholders, media, civil society organisations, and community representatives about the need for transparency in JETP grants and funding.

The report, a critical tool for civil society oversight and community inclusion, examines the status of grant funding for South Africa’s Just Energy Transition (JET). It provides an overview of the available financial information – currently only on JETP grants, a small portion of total finance – and highlights inconsistencies or gaps where greater clarity is needed to better understand the flow of funds—from donors, through intermediaries, to the implementing organizations.

In addition to tracking financial flows, the report also explores the role of Development Finance Institutions (DFIs), such as the Development Bank of Southern Africa, in facilitating the JET. The civil society actors have also launched a webpage where the available information on JETP grants is made as accessible to the public as possible.

The event will feature a presentation and panel discussion followed by a Q&A session, breaking down the research findings in an accessible way. The JETP Grant Register and the Investment and Implementation Plans were created for transparency, but their complexity has made it challenging for civil society and government authorities to effectively collaborate. This launch aims to simplify the available information and make it more accessible for all stakeholders.

Glen Tyler-Davies, Team Lead, 350Africa.org a member of FFCSA:

“As climate finance begins to flow, albeit too slowly, it is crucial that it does so transparently and with strong accountability. The process surrounding the JETP has so far fallen short in these two key aspects. It is our hope that through publicising and analysing the JETP Grant Register all stakeholders will increase their efforts to uphold and ensure transparency and accountability in the JETP and other climate finance processes.”

Leanne Govindsamy, Programme Head: Corporate Accountability and Transparency, Centre for Environmental Rights a member of FFCSA and LAC:

“By reviewing the current JET grant allocations, providing recommendations as well as publishing the data in a more accessible manner, LAC and FFCSA aim to advance meaningful community consultation, while also providing guidance to all relevant state actors on how such information should be presented and disseminated in future.”

Thabo Sibeko, Programme Officer at Earthlife Africa a member of the FFCSA and LAC:

“The Just Transition in South Africa offers a transformative opportunity to address multiple social and economic crises including our crisis of inequality. We hope that our work helps to advance new pathways for development in South Africa, which are directly informed by a community vision for a Just Transition.”
